‘Like Drinking from a Firehose’: Freshmen Delegates Try to Get Settled, Fit In

by BRIAN TROMPETER, Staff Writer

(Created: Sunday, January 24, 2010 4:05 PM EST)

New Northern Virginia delegates are learning the ways of the General Assembly, taking up committee assignments and plunging in for a hectic 60-day session.

The state legislature’s long hours and frenetic activity already have made strong impressions, they said.

“Things are going great. I feel like I’ve been here several weeks,” Del. Mark Keam (D-35th) said of the legislative session, which opened Jan. 13. “The pace here is pretty quick.”

Keam Promotes ‘Diversity of Views’

Freshman delegate discusses the General Assembly session.

Wednesday, January 20, 2010

For Del. Mark Keam (D-35), one of two Asian-Americans serving in the Virginia General Assembly, it’s not necessarily important to have a legislature that looks diverse, but it’s critical to have one with diverse viewpoints.

“You might have 100 people, and every one of them looks different,” Keam said. “But if they all think the same, there is no diversity.”

Sun Gazette’s Editor, Scott McCaffrey, writes about Delegate Keam’s seniority — or more like juniority — as the 100th ranking Delegate!  http://www.sungazette.net/articles/2010/01/14/staff_blogs/editors_notebook/blogza213w.txt

He’s #100, and Proud to Have the Title

(Created: Thursday, January 14, 2010 5:39 AM EST)
Some time back, I noted that new Del. Patrick Hope of Arlington had been the luckiest freshman, winning the drawing to become the most senior newly-elected member of the House of Delegates. He ranks 81st out of 100 on the seniority list.

In speaking earlier this week with new Del. Mark Keam of Vienna, he noted that he had the opposite experience, and ended up dead last in seniority at #100.

Like I would, Keam wears the designation as something as a badge of honor. After all, if you can’t be first, why not be last – there’s nowhere to go but up, up, up.

(And his ascent starts soon, as the election this week of Del. Dave Marsden to a state Senate seat means there will be a new election in that district, and Keam will bump up to 99th once a new member is sworn in.)

For freshmen, as I’m sure Hope, Keam and all the others would attest, the actual seniority ranking means very, very little … particularly if you are a member of the minority party (as those two Democrats are). For the next few weeks, just figuring out the details of daily life in Richmond will be plenty to keep all the newbies busy.

And in case any of those freshpersons have dreams of rising to the top of the seniority list, note that the current most senior delegate has been in office for 48 years. But, as they say, every journey of 1,000 miles starts with a single step.

by Kali Schumitz | Staff Writer

As the Virginia General Assembly heads back to work next week, legislators will be facing a session dominated by money — namely, the state’s lack of it.

Northern Virginia legislators are bracing for a horrible budget predicament when the General Assembly convenes on Jan. 13, but they still plan to submit bills on health, voting, legislative ethics, transportation and job creation.
